Job summary
You will provide senior clinical leadership within the ICB as part of the Chief Medical Officer (CMO) team.
This role is specifically to bring the perspective of mental health and learning disability & autism to the team, and the post holder will take a lead on areas most relevant to this area whilst also working on wider programmes such as population health.
Main duties of the job
- Provide clinical leadership for strategic commissioning working in conjunction with the Director of Strategic Commissioning and their team
- Provide key clinical leadership for strategic clinical service change
- Clinical oversight and direction concerning outcomes of care
- Support the Mental Health Estates strategy from a clinical perspective
- Support the Chief Digital Officer and CCIO digital development in Mental Health
- Deputise for Chief Medical Officer as required including at Board and in medical revalidation
- To provide clinical expertise and leadership for Mental Health and LDA to support the CMO and the ICB to meet its responsibilities under the delegation agreement and the priorities in the long-term plan.
- Manage relationships between commissioners, providers and clinical leads to ensure that demand for health and care services is met across the ICS
- Line management of Clinical Directors
- Acting as appraiser to doctors connected to the ICB as their Designated Body
The Deputy CMO will be expected to act in accordance with the first principle. Where they are conflicted, the chair of a meeting will determine what action to take in accordance with the relevant ICB conflicts of interest policy
- First Principle: Decision-making must be geared towards meeting the statutory duties of the ICB at all times. When involved in decisions relating to ICB functions the postholder must act clearly in the interests of the ICB and of the public interest.
