Main duties of the job

The Role:

Due to organisational growth, this newly created Contracts Manager position will be pivotal to the success of our Procurement department.

Job Duties:

Responsible for autonomous management of a portfolio of contracts and SLAs

Managing process of ongoing contract reviews, including identifying risks and implementing corrective actions

Contribute to quality and performance improvement by supporting the negotiation and implementation of contract-compliant service specifications, performance standards and service developments

Managing contracts in line with key performance Indicators (KPIs) and legal requirement.

Support the development and drafting of contracts aligned to National guidance

Job responsibilities

The Buyer will:

Act as an ambassador for the HPL team and support the team in delivering an efficient and effective purchasing service to meet the non-pay requirements of HPL.

Responsible for the day to day purchasing of a range products and services for the Trust. Purchasing from external suppliers, effectively, economically and in accordance with HPL and the Trust SFIs.

Ensure all catalogues are processed correctly and usage trends are quickly spotted enabling achievement of cost savings. Influence end users and help to standardise and rationalise products and services.

Providing a comprehensive interface for colleagues who require support with HPL and the Trusts purchasing systems and processes.

Assist in implementing the Category and Supply Chain strategy following an agreed Category plan wherever possible and promote closer working relationships between procurement and supply chain colleagues

Assist senior staff to implement change to support and enable staff to deliver for clients and continuously improve the service and enhance expertise.

Investigates and solves supply related problems e.g. deliveries, invoices etc. reports delivery discrepancies and resolves over and under deliveries.

Meet with company representatives, keeps abreast of new product developments and assesses where areas of cost savings may be achieved, working in conjunction with the Category Managers

The post requires the ability for frequent prolonged periods of concentration with the ability to respond and deal with complex and urgent situations as they arise. The postholder should be able to work on their own initiative, working independently with minimal supervision.

Qualifications

Essential

  • GCSE (or equivalent) level including English and Mathematics.
  • CIPS level 3 or above or working towards this qualification or equivalent experience in a procurement and supply chain capacity.

Desirable

  • A Levels or equivalent
  • Advanced Certificate in Procurement and Supply Operations (CIPS Level 3)

Knowledge

Essential

  • Sound track record of purchasing or advising on purchasing decisions in a large, complex organisation
  • Knowledge and experience of purchasing procedures.
  • Experience and understanding of Standing Financial Instructions.
  • Experience of purchasing in an environment, where obtaining stakeholder agreement through influence rather than mandate is required

Desirable

  • Experience in healthcare in either a Stores or Purchasing environment
  • Experience working in a busy time critical environment.
  • Experience of analysing complex data and handling with accuracy (ideally procurement data)
  • Knowledge of medical/surgical goods and associated terminology.
  • Experience of computerised stores management / stock control systems.
