Job summary

Under the direction of the General Manager, the post holder will be responsible for maintaining a strategic compliance road map and plans towards full Estates compliance. You will be expected to be self-motivated and take the lead in analysing risks across wide ranging operational regulations and pro-actively develop and roll out appropriate mitigation measures and plans and ensuring all appropriate policies and procedures are developed and regularly updated.

As an experienced Estates Manager, you will be responsible for co-ordinating, monitoring and managing Estates' compliance in regard toeither Electrical and Medical Gasesor Mechanical and Ventilation, recording/documentation systems, standard operating procedures and staff legislative training requirements in particular giving significant practical support to Estates' Authorised Persons (APs), the General Manager of Estates as well as other managers within the Estate and Facilities Management team in the course of their duties.

Assist the General Manager of Estates in the operational management of the Trust's estate at the designated site(s), including all building and engineering systems, roadways, footpaths and grounds, and for ensuring that these are maintained to the appropriate NHS and statutory standards in order to deliver a high quality care environment for the Trust's patients.

Main duties of the job

Ensure the provision of an efficient, effective and safe patient focused maintenance service, within the allocated budgets, using directly employed staff and contractors, and through the development of suitable operational plans and maintenance programmes, ensuring that engineering maintenance, including contract work is carried out to appropriate standards and specifications.

Responsible for the management of maintenance staff.

Acts as Coordinating Authorised Person (CAP) for the Trust and Authorised Person (AP) in relation to a number of specific maintenance responsibilities eg. medical gas, high voltage electrical, low voltage electrical, pressure systems, decontamination, lifts, water, asbestos or specialised ventilation systems. Implements and maintains physical assets register; oversees minor schemes and capital work.

Leads the on-going development and continuous improvement of the maintenance and repair services within his/her remit.

Provides expert specialist and professional building and engineering expertise to other estates staff, directors, and senior management of the organisation, and may also advise external agencies.

Job description

Job responsibilities

Responsible for the following engineering and building maintenance section level functions:

  • Operational estates maintenance and repair services for all hospital buildings, services, fabric and equipment covered by the Estates Department policies and procedures.
  • Responsible for the day-to-day management of the allocated Directly Employed Labour (DEL) workforce (which in the main is sub-divided as electrical, mechanical or building bias trades), together with its actions and undertakings.
  • Works collaboratively with the other Estates Operations Managers, and provides cover for them for period of leave etc.
  • Authorised signatory for financial transactions e.g. purchase orders and goods received.
  • Ensures effective estates maintenance contract procurement and management.
  • Ensures Estates Statutory Compliance across a number of service e.g. Water, Ventilation, HV/LV etc.
  • Ensures the efficient use of energy and utility services for Estates equipment and infrastructure.
  • Manages Estates produced waste to meet legislative requirements.
  • To be responsible for monitoring and managing the compliance against current and forthcoming equality, health, safety, environmental and other estates-related statutory and mandatory legislation and DH guidance, of the hard FM estate, infrastructure, specialist services (water, energy, waste, medical air / gases), recording / documentation systems, policies and staff training.
  • To co-ordinate and manage the daily running of a busy estate with remote sites and be suitably accountable for providing a safe healthcare environment. Represent within H&S, Risk and HTM specialist committees, ensuring timely collation and preparation of papers. To provide regular assurance reports for Trust committees including the Infection Prevention Committee, Operational Risk Group, Health & Safety and Fire Committee.
  • To act within the Trust AP duties as agreed.
  • To coordinate the Trust's implementation of the Premises Assurance Model (or similar) and ensuring the accuracy and auditability of data held within CAFM systems, asset registers.
  • To be the primary point of contact for staff (and relevant external bodies) requiring advice on Estates related compliance within the Trust.
  • To support and drive productivity and efficiency improvement initiative for Estates by producing performance reports and supporting and encouraging a continuous improvement approach.
