Capital Projects Manager

Job summary

Take responsibility and be accountable for all stages of the development of a range of capital schemes, from initial briefing, through design, tender and contract construction, commissioning and hand-over including post project evaluation in-line with the Trust standing instructions and Estates department policies and procedures.

Commissions and leads on the project management of minor and major capital projects.

To provide effective expert and professional construction advice to the Estates department and wider organisation in order to ensure the reliability and efficiency of building structure, fabric, finishes equipment and services.

To write specialist technical specifications for building / construction / engineering with external / internal technical assistance where required.

To have specialist knowledge of cost management and Building surveying projects, in preparation for tender. Working knowledge of Computer aided design packages (CAD).

Main duties of the job

Assist and advise the Senior Team in delivering the Trusts Capital projects program in-year.

Ensure efficient and effective maintenance and replacement of building structure, fabric, finishes, equipment and services.

Consider condition along with planned preventative maintenance systems when designing for implementation any new developments or projects.

Develop projects in line with DOH Guidance, Codes of Practice, British Standards, HBN's, Guidance Notes (Health & Safety, etc.) and other similarly accepted standards.

Ensuring the safety of buildings, plant, equipment and services for which he/she is responsible and safe methods of working as required by the Health & Safety at Work Act 1974, COSHH Regulation, Building and Construction Regulations and the Trusts Safety Policy.

Maintaining the records of equipment and building services for which he/she is responsible in accordance with statutory requirements. This includes drawings, specifications, operation and maintenance files, test and commissioning certificates, letters, memos, email, calculations etc.

Ensure directly managed staff / contractors / suppliers comply with Trust policies, procedures and work instructions.

  • Educated to Degree level or equivalent qualification in a relevant discipline or relevant significant experience.
  • Professionally qualified with full membership (or in the process of) of a relevant institution: MCIBSE, MIMECHE, MIEE, RIBA, RICS, CIOB, APM

Desirable

  • Formal projects / organisational management qualification PRINCE2 / APM
  • Evidence of on-going professional development.
  • Authorised person would be advantageous.

Experience

Essential

  • Significant experience as an Estates engineer or Estates building surveyor.
  • A track record in managing building services maintenance and project management within a large organisation.
  • Able to manage contactors and operational staff effectively and deal effectively deal with grievance and disciplinary issues.
  • Experience of estimating budget costs, cost control and cashflow forecasting.
  • High level technical competency able to plan and manage complex health facilities.
  • A sound knowledge of estate strategies and how they link with clinical relationships.
  • Experience of managing within the remit of SFI's/SO's/SoD in a healthcare environment.
  • A knowledge and understanding of relevant NHS Guidance, Health Building Notes, Health Technical Memoranda and Departmental Cost Allowance Guides and current best practice.
  • Knowledge of engineering and/or building design principles and the project management of schemes.

  • Experience of both pubic and private sectors.
  • Financial Training.
