Job summary

The Heads of Emergency Preparedness, Response and Resilience are two exciting new roles with responsibility for developing and delivering the NHS Wales Executive's emergency planning, preparedness and resilience function, providing strategic leadership on emergency preparedness and resilience issues. Working to the NHS Executive's Deputy Director for Emergency Planning and Response, the postholders will lead system resilience planning in NHS Wales by ensuring there is a robust system of EPRR governance and oversight structure in place. The post holder will hold a key position of EPRR expertise with the credibility to influence a wide range of professionals/managers at all levels of seniority, both internally and externally.

Main duties of the job

Main duties of the role include

  • Lead on NHS requirements under the Civil Contingencies Act 2004 and any related Emergency Preparedness, Response and Resilience (EPRR) legislation, directions, standards or guidance.
  • Act as an expert resource and first point of contact for Civil Contingencies and Emergency Planning management for the NHS Executive.
  • Work closely with Welsh Government's, Health, Social Care and Early Years Group providing specialist advice and guidance to inform the development of national policies. The postholder will be responsible for interpreting national policy and producing operational emergency planning guidance for NHS Wales. They will set and monitor appropriate standards for compliance.
  • Development of an assurance process to enable the NHS Wales Executive to assess NHS Wales organisations major incident / emergency response plans and its preparedness for responding to UK and WG National Security Risk Assessments, particularly in relation to those risks that have a significant impact on NHS Wales, such as mass casualties, CBRN, power outages and pandemics. This will also require co-ordination and national planning and will involve national training and exercises to validate plans.

Education and Qualifications

Essential

  • Educated to Master's degree Level or equivalent relevant experience and knowledge in the field of EPRR or Business Continuity.
  • Experience of planning and implementing long-term strategy.
  • Demonstrates continual professional development.
  • Significant experience and in-depth knowledge across a range of disciplines including financial and staff management, information systems and performance management.
  • Project and programme management skills.

Desirable

  • Attended an accredited course in the Strategic (Gold) management of major incidents, and certified competent in that role, e.g. Welsh Gold, (Masters level 6)
  • Prince Project Management or equivalent.

Knowledge and Experience

Essential

  • Significant senior management experience, in a large complex health or social care organisation.
  • Direct line management for staff in line with legal and contractual requirements and all HR policies and procedures. Experience of working with staff, their representatives and trade unions/professional organisations.
  • Demonstrable evidence of healthcare planning processes, key national healthcare issues and implementing long-term strategy.
  • Demonstrable understanding of healthcare emergency planning and the Civil Contingency Act 2004 requirements including planning process and key national health related issues.
  • Proven track record of successfully developing strategic and operational plans which have been successfully implemented in a complex, partnership environment.
  • Demonstrate experience/lead role in effecting cooperative working and building, maintaining and utilising successful relationships with all staff including clinicians within complex organisations and senor staff from other organisations such as Police, Fire, Ambulance services and Local Authorities.
  • Demonstrable success in building, leading, motivating, managing and developing teams. Successful track record of working in high performing teams, delivering challenging targets and achieving results.
  • Participation in significant change management projects, particularly in a multi-agency environment.
  • Evidence of successfully leading organisation change in developing new models of health and social care delivery.
  • Expert knowledge and understanding of Emergency Planning and Business Continuity legislation and standards to include; Civil Contingencies Act 2004 Counter Terrorism and Security Act 2015 The Health and Social Care Act 2012 NHS Wales Act 2006 Radiation (Emergency Preparedness and Public Information 2001 Control of Major Accident Hazards Regulations 1999.
  • Fully conversant with the principles of shared situational awareness and the emergency services joint decision model.
