Job summary

Heeley Plus is an ambitious and bold PCN. It is looking for a new Clinical director to continue and evolve the innovative and trailblazing work it has pursued for the last 7 years.

This role offers excellent opportunity for leadership and strategy setting with high levels of autonomy and potential to innovate. We plan a handover period for the retiring CD to support the new role to set up, build understanding and relationships, but without restriction on new direction setting.

Main duties of the job

12 hours Clinical Director role

Optional additional 4 hours for time limited period available to support leadership of our new mental health hub

The PCN consists of 7 practices (42,000 patients) distributed across 9 sites, with a rich mix of patient diversity, social assets and challenges, and population health and wellbeing.

Job description

Job responsibilities

1. The Clinical Director is accountable to the PCN members and will provide leadership for the PCNs strategic plans, working with members to improve the quality and effectiveness of the network services.

2. The Clinical Director will be able to undertake the responsibilities of the role and represent the PCNs collective interests.

3. The Clinical Director will work collaboratively with Clinical Directors from other PCNs and system, playing a critical role in shaping and supporting their ICB helping to ensure full engagement of primary care in developing and implementing local system plans.

The following sets out the key responsibilities for the Clinical Director and will broadly cover and may evolve as policy context changes:

-They will provide strategic and clinical leadership to the PCN, developing and implementing strategic plans, leading and supporting quality improvement and performance across member practices . The Clinical Director would not be solely responsible for the operational delivery of services; this will be a collective responsibility of the PCN.

-They will provide strategic leadership for workforce development, through assessment of clinical skill-mix and development of a PCN workforce strategy

-They will ensure those working in additional roles (PCN workforce) have appropriate clinical mentoring and supervision.

-They will support PCN implementation of agreed service changes and pathways and will work closely with PCN management team, member practices and the commissioner and other networks to develop, support and deliver local improvement programmes aligned to Local and national priorities.

-They will develop local initiatives that enable delivery of the PCNs agenda, working with commissioners and other networks to reflect local needs and ensuring initiatives are coordinated.

-They will develop relationships and work closely with other Clinical Directors, clinical leaders of other primary care, health and social care providers, local commissioners and LMCs.

-They will facilitate participation by practices within the PCN in research studies and will act as a link between the PCN and local primary care research networks and research institutions.

-They will represent the PCN at ICB-level clinical meetings and the ICS, contributing to the strategy and wider work of the ICS.
