Job responsibilities
Job Purpose
The
HR Operations Manager will lead the day-to-day delivery of HR services across
Conexus Healthcare, managing the HR team and providing professional HR advice
and support to Conexuss member practices, the seven Primary Care Networks
(PCNs), and internal staff.
The
postholder will take ownership of recruitment and onboarding, the HR system,
and Conexuss HR policies and procedures, ensuring an efficient, compliant, and
consistently high-quality service that underpins the organisations wider
workforce and operational objectives.
Specific
Role Responsibilities (the following outlines the key responsibilities which
the role holder will be required to undertake)
Manage and lead the
HR team, providing day-to-day supervision, support, and professional
development to ensure a high-performing and motivated team.
Act as the first
point of escalation for complex HR queries and casework, providing expert
advice and guidance to managers across Conexuss member practices, PCNs, and
internal teams.
Oversee the
end-to-end recruitment process, including job design, advertising,
shortlisting, interviewing, and offer management, ensuring a positive and
efficient candidate experience.
Lead the onboarding
process for new starters, ensuring a smooth, consistent, and compliant
induction experience across all areas of the organisation.
Own and maintain the
HR system, ensuring data accuracy, timely record-keeping, and effective use of
reporting and analytics to support workforce decision-making.
Develop, review, and
maintain HR policies and procedures, ensuring these remain up to date, legally
compliant, and reflective of best practice.
Provide advice and
support to managers on employee relations matters, including disciplinary,
grievance, performance management, absence management, and change processes.
Work with managers
across practices and PCNs to understand workforce needs and support recruitment
and retention initiatives.
Ensure compliance
with employment law, Terms and Conditions of employment, and relevant
regulatory and statutory requirements, including safer recruitment and DBS
checks.
Maintain accurate and
confidential employee records in line with UK GDPR and data protection
requirements.
Contribute to the
continuous improvement of HR processes and systems, identifying opportunities
for digitisation and efficiency.
Support workforce
planning activity, working with the Head of Support Services to understand
current and future staffing needs.
Produce regular HR
reports and management information for the Head of Support Services and wider
leadership team.
Build and maintain
strong working relationships with practice managers, PCN leads, and internal
stakeholders to ensure HR services meet operational needs.

The
role holder will have gained a level of experience working across/in
partnership with most, if not all settings within primary care, as well as some
settings in the wider healthcare system such as secondary care, local
communities, partner organisations such as NHS England or social care for
example.

As
an operational lead, the role holder will understand the service provision
standards required and takes responsibility for managing these, working with a
wide audience and across all areas of the service. The role holder will be expected to manage
expectation of multiple stakeholders, carefully balancing different
requirements to seek an optimum solution and working to ensure that relevant
resources are in place to meet user needs. The role holder will encourage
feedback from the end user to identify opportunities to add value and enhance
the service provision. As part of development in the role the role holder will
be re4quired to develop an understanding of the wider context and external
influences on funding, regional and national development and any potential
impact on service delivery in the future.
As
the role holder develops their knowledge and experience of the service(s)
provided there will also be an expectation that they are able to interact
confidently and professionally with the full range of service users across all
areas of provision within the scope of the role, understanding aspects beyond
their immediate role and responds proactively to organisational need. The role holder is able to develop areas of
the service to enhance service delivery, taking into account the need to
balance different stakeholder requirements and has started to understand the
importance of obtaining additional resources, including external funding for
example, to develop and innovate aspects of the service.
The
role holder understands the impact of wider context, stakeholder and external
influences on the service and is able to articulate the political landscape and
external influences on the service and wider organisation.
Specialist
skills/Developing and Support Others
Using
their previous experience, the role holder will have specialist technical
understanding at a high level to guide, advise and support the full range of
services in line with organisational need and is able to operate autonomously
with little reference to manager. They will be able to lead the planning of
change management and long-term project work as well as organisational
initiatives, seeking advice from the leadership team as they develop experience
in the role. This may be relevant to
more complex matters and issues which require understanding of the wider,
external and stakeholder influence.
The
role holder will be highly adaptable across all areas of the organisation,
including working across different PCNs (and associated General practices) and
centrally, and is well utilised to meet different levels of need. Developing
experience of involvement in new concepts, models and frameworks bespoke to the
organisation through innovation will be expected as part of the role holders
development in the first 12-24 months in post.
The
role holder is able to support other members of the workforce, induct new
members of the team into the organisation and where appropriate provide
mentorship and guidance as required.
Use
of terminology, systems and IT
The
role holder is competent in the use a wide range of technology within their
role including, Microsoft office (such as word or excel) and LMS and maintains
accurate record keeping in line with national and local requirements such as
GDPR. Regularly trains and supports others on systems and their application
across different areas of the organisation. The role holder offers solutions
for improvement and better use of current systems and potential for digital
transformation and is compliant and knowledgeable with data security and
governance.
Management
The
role holder is required to perform their duties with minimal support and
autonomously in line with management expectation, KPIs and working protocols,
They are able to identify when it is appropriate to escalate issues or seek
advice from colleagues with more expertise as they develop experience in the
role. The role holder will be required to supervise or manage a team of staff
and regularly attend management meetings.

role holder will work across teams, practices, PCNs and neighbourhoods, and
with different professions on a operational level.
Working ArrangementsThe
post holder will have a base at Sandal
Castle Medical Centre and but will be required to work flexibly and the ability
to work remotely from home for a limited number of days may also be available.
As
the role requires the postholder to commute across the Wakefield District
applicants should either hold a full driving licence, which is valid in the UK,
and hold the relevant car insurance to cover travel for business purposes or
can be mobile by using other modes of transport for which reasonable expenses
will be payable.
Hours
of work are flexible between 8am and 6pm Monday to Friday.
