The post holder will be responsible for supporting customers of the NHS North of England Commissioning Support Unit (NECS) in discharging their statutory duties in relation to the procurement of healthcare and related services in accordance with statutory, regulatory and governance requirements. He/she will lead on a specific strategic sourcing programme for defined categories, taking the lead on specific/allocated portfolio of categories and delivery of procurement projects within key markets. He/she will be responsible for the operational management and performance of allocated areas within the service line including the integrity and robustness of procurement and market management systems and processes. The post holder will; Support the Senior Category Manager/Head of Procurement and Market Management in the introduction of a Category Management approach into the Healthcare Procurement and Market Management Service Line. Manage assigned healthcare related categories supporting the Senior Category Manager in the formulation of short and long term strategies to achieve customer objectives and commissioning outcomes through the use of strategic sourcing methodologies and innovation assessment. Meet customer requirements by demonstrating best value for money, through delivery of category priorities (within the scope of the Healthcare Procurement and Market Management service line) and by actively managing the market through engagement strategies. Work with key stakeholders to support the development and delivery of strategic procurement goals and related policy development. Provide input into the development and ongoing measurement of key performance indicators at a category level in accordance with customer priorities, identifying areas of improvement where necessary and corresponding action plans. Provide input to internal and external information/communications (relating to procurement) to ensure a consistent and effective approach, encouraging and supporting customers to take a coordinated and strategic approach to procurement of healthcare and health improvement services. Act as line manager to identified direct reports and, through them, to their teams (see Section 4 – Organisation Chart). This will include agreeing objectives and identifying training and development requirements ensuring effective day to day management and control of service line resources (within scope of responsibilities) within budget and supporting individual appraisal/development activities.
